About Us
European Capital of Culture Lublin 2029 is a long-term cultural programme focused on international cooperation, innovation, and social participation. Our mission is to strengthen Lublin’s image as a city of culture, creativity, and dialogue, while promoting Polish culture both at home and internationally. As a municipal cultural institution, we operate within a dynamic and multidisciplinary environment, bringing together artistic, educational, and social projects into a coherent strategic vision for ECoC 2029.
The primary objective of the “European Capital of Culture Lublin 2029” institution is to prepare, implement, and coordinate the programme, including the development and promotion of artistic, cultural, and educational activities at both local and international levels, while strengthening the city’s cultural potential and its European partnerships .

Scope of Responsibilities
Programme Strategy and Artistic Direction
– co-creating and implementing the ECoC Lublin 2029 programme in line with the bid book, the institution’s statutory objectives, and the City of Lublin’s strategic cultural development goals – ensuring the coherence of the programme concept and the high artistic and substantive quality of projects delivered,
– fostering cross-sectoral and inter-institutional dialogue and cooperation among all ECoC stakeholders,
– monitoring trends in culture and the arts in Poland and abroad, and implementing innovative programme solutions.
Management of the Artistic Programme
– overseeing the preparation and delivery of artistic events, including festivals, co-productions, residencies, and educational and social projects,
– coordinating the work of curators, producers, and project teams,
– developing programme schedules and supervising their implementation,
– overseeing the selection process for artists, programme partners, and projects, including competitions and open calls.
International and Strategic Partnerships
– developing international artistic cooperation within ECoC networks and other European and global cultural programmes,
– establishing and maintaining relationships with cultural institutions, NGOs, art universities, and international partners,
– representing the institution at conferences and international events.
Budgeting and Organisational Oversight
– co-developing the artistic programme budget and supervising its implementation,
– monitoring production costs and ensuring the efficient use of public funds,
– cooperating with the Programme and Cultural Event Production Department, the Controlling Department, and the Public Procurement Team on project implementation,
– supervising the preparation of content- related reports on programme and artistic activities.
Programme Image and Communication
– cooperating with the Communication and Marketing Department to develop programme narratives and promote events,
– participating in media and promotional activities related to the artistic programme,
– strengthening the recognition of the ECoC Lublin 2029 brand through a high-quality artistic programme.
Team Management
– leading the programme team and fostering a collaborative, inclusive, and valuesdriven work environment,
– motivating team members and supporting their professional development,
– promoting cross-departmental cooperation within the institution.
Social and Mission-Driven Objectives
– ensuring accessibility and inclusiveness of the programme, including accessibility for people with disabilities,
– supporting participatory initiatives engaging local communities,
– ensuring that projects comply with the priorities of Creative Europe, particularly regarding equality, diversity, and social inclusion.
Required Qualifications and Competencies
– Master’s degree,
– at least 5 years of professional experience in the cultural sector, including cultural institutions, NGOs, or businesses operating in the cultural field,
– at least 3 years of managerial experience in the cultural sector,
– very good command of English, both spoken and written, enabling international cooperation, negotiations, and institutional representation in international environments, confirmed by a certificate or the candidate’s declaration, at a minimum B2 level,
– in the case of foreign nationals or Polish citizens permanently residing abroad – proficiency in Polish enabling fluent communication, confirmed by an official certificate in accordance with the Polish Language Act of 7 October 1999 (Journal of Laws 2024, item 1556), at a minimum B2 level,
– experience in securing external funding for cultural activities,
– experience working in international environments,
– experience in building strategic partnerships,
– experience in planning and delivering large-scale cultural events and projects of national and international scope,
– high level of professional and personal conduct.
